Chairman Barrett called the meeting to order at 5:00 p.m. He noted that the meeting was being recorded for cable television transmission.

 

Chairman Barrett said he would be appointing himself as the Board’s representative and liaison to the School Building Study Committee.

 

Appointment of gas and plumbing inspector and wire inspector

Chairman Barrett explained that as of July 1, the Town’s agreement with Wakefield for shared inspectional services will expire, as Wakefield chose not to renew that agreement, as its inspectors have become busier due to increased development in that community. Joseph O’Callaghan will continue to work as the Local Building Inspector, now on a full-time basis. As a result, the Town needs to appoint a new Wire Inspector and a new Plumbing and Gas Inspector. He is recommending for these part-time positions applicants who have served in an assistant capacity in these roles for the past five years and who have also served in these roles for other communities. They have served as the fill-in inspectors for Lynnfield during vacations.

 

Town Administrator Dolan said that both candidates have worked for the Town for a number of years and will be good permanent additions.

 

MOTION by Selectman Dalton, duly seconded by Selectman Crawford: I move that Arthur Skinner be appointed Wire Inspector effective June 29, 2020, for a term expiring June 30, 2021. Vote was unanimous.

 

MOTION by Selectman Dalton, duly seconded by Selectman Crawford:  I move that Stanley Kulacz be appointed Gas and Plumbing Inspector effective June 29, 2020, for a term expiring June 30, 2021. Vote was unanimous.

 

Adoption of amendment to fire contract

Chairman Barrett said that the Fire Department performed an important role at the town meeting.

 

Chief Glenn Davis and the Lynnfield firefighters bargaining unit are recommending that the Board approve a Memorandum of Understanding that will address the handling of holiday scheduling and pay for the firefighter serving as Fire Prevention Officer. Chief Davis explained that he believes this change will provide for better coverage and allow him additional flexibility in scheduling.

 

MOTION by Selectman Dalton, duly seconded by Selectman Crawford:  I move that the Board approve the Memorandum of Understanding between the Town of Lynnfield and the Lynnfield Firefighters Local 2472 IAFF as presented. Vote was unanimous.

 

One-twelfth budget adoption

Chairman Barrett said that this agenda item was no longer needed as the Town achieved a quorum at Town meeting on Saturday and passed its budget and concluded all business. He thanked Moderator Joseph Markey, town officials and the residents for their contributions.

 

MOTION by Selectman Dalton, duly seconded by Selectman Crawford:  I move that the Board vote to adjourn. Vote was unanimous.
