Chairman Crawford called the meeting to order at 7:32 p.m. He announced that the meeting was being recorded for cable television and led those assembled in the Pledge of Allegiance.

 

Reconsideration of change of liquor license for pledge of license and collateral, Skeleton Key, Market Street

The Board previously approved a change of the alcoholic beverages license for Skeleton Key for a pledge of license and collateral. The Alcoholic Beverages Control Commission returned the application with no action due to questions about the lease of premises and the requirement that the inventory be listed. The petitioner has submitted the requested documents and is seeking resubmission of the license application.

 

MOTION by Selectman Dalton, duly seconded by Chairman Crawford: I move that the Board vote to approve the reconsideration of change of liquor license for pledge of license and collateral, Skeleton Key, Market Street as presented. Motion was approved 2-0 (Selectman Barrett not present).

 

One-day liquor license requests

a. May 22, June 23, June 26, July 24, August 28, 2019, Notch Brewing, Market Street

John Thompson of Notch Brewing and Charlotte Woods, marketing director for Market Street, said they worked with Police Chief Breen on these events last year. Four of the events are for Yappy Hour for dog owners and the other is for the Taste of Market Street event.

 

MOTION by Selectman Dalton, duly seconded by Chairman Crawford: I move that the Board vote to approve the applications for one-day beer and wine licenses for Notch Brewing at Market Street, 427 Walnut Street, for the dates May 22, June 23, July 24 and August 28, subject to any conditions imposed by the Chief of Police. Motion was approved 2-0 (Selectman Barrett not present).

 

b. June 8, 2019, Knights of Columbus, Post Office Square

MOTION by Selectman Dalton, duly seconded by Chairman Crawford: I move that the Board vote to approve the application for one-day liquor license at the Knight of Columbus, Post Office Square, for June 8, 2019. Motion was approved 2-0 (Selectman Barrett not present).

 

Town Administrator update

Town Administrator Robert Dolan updated the Board on ongoing projects and goals. They included meeting with the Finance Committee chair on the budget process, the Perley Burrill project, Perry Avenue flooding issues, the Strategic Planning Committee’s last meeting, the submission of the Complete Streets proposal, the Summer Street TIP project, and Rep. Bradley Jones seeking $50,000 in funding in the state budget for the Town’s Substance Abuse Coordinator position. He announced a workshop at the Middle School for water conservation.

 

Use of Facilities requests

a. Common, May 27, 2019, Memorial Day Observance

MOTION by Selectman Dalton, duly seconded by Chairman Crawford: I move that the Board vote to approve the use of the common for the Memorial Day observance on May 27, 2019.

 

Request for executive session under Mass. General Laws Chapter 30A, Section 21 (A) (3) to discuss collective bargaining strategy for which an open discussion may adversely affect the Town’s negotiating position.

MOTION by Selectman Dalton, duly seconded by Selectman Barrett: I move that the Board vote to enter executive session under Mass. General Laws Chapter 30A, Section 21 (A) (3) to discuss collective bargaining strategy for which an open discussion may adversely affect the Town’s negotiating position.

 

Roll call vote: Barrett – yes; Dalton – yes; Crawford – yes.

 

The chairman announced that the Board will not return to public session.

 

The Board entered executive session at 7:50 p.m. and adjourned at 8:12 p.m.
