Vice Chairman Dalton called meeting to order at 7:01 p.m. He noted that Chairman Barrett was experiencing some technical difficulties but would be in attendance. He announced it was being recorded via Zoom, for cable television transmission.
7:00 p.m. Public hearing, request to rename the Historical Center as the Pope-Richard Family Historical Centre
MOTION by Selectman Crawford, duly seconded by Selectman Dalton: I move that the public hearing be opened. Vote by roll call was approved 2-0, Dalton and Crawford in favor.
Town Administrator Robert Dolan said that this petition was developed by residents who wish to honor the Pope-Richard family, who for generations were active in Lynnfield historical efforts, and whose family was tragically struck by COVID-19, with the passing of Historical Commission member Steven Richard this spring, followed just weeks later by the passing of his father, Earl Richard, from the same disease.
Selectman Dalton read into the record the letter from Historical Commission member Kirk Mansfield advocating for the renaming of the Historical Center in the honor of their family. It recounted the efforts of Steven Richard, his father Earl, and his mother Edith Pope Richard, and his wife, Karen Nascembi, on behalf of the Lynnfield Historical Society and the Historical Commission, including their work on preservation and the annual Country Store fundraiser. It also noted the long history of the Pope family in Lynnfield, and the eventual use of the Pope Farm on Summer Street for the Summer Street School, and Earl Richard’s service to the nation in battle during World War II. The Historical Commission voted to endorse this proposal.
Chairman Barrett joined the meeting and expressed his support for the proposal.
Mr. Mansfield said this family was an inspiration to all who live in the Town. He said they have carried on the traditions of Lynnfield, and said we would be hard-pressed to find another family that has done so much for the Town. He said the Pope-Richard Lynnfield Historical Center would be the best way to honor them.
Ms. Nascembi said that the generations continue to serve with Steve’s sister Doreen and her family also participating. She thanked the Town for its support.
MOTION by Selectman Dalton, duly seconded by Selectman Crawford: I move that the Board vote to rename the Historical Center at South Common Street as the Pope-Richard Lynnfield Historical Center. Vote by roll call was unanimous.
MOTION by Selectman Dalton, duly seconded by Selectman Crawford: I move that the public hearing be closed. Vote by roil call was unanimous.
Ratification of the 20-Year Agreement with Reading Municipal Light Department
Mr. Dolan noted that town meeting gave the Board the authority to execute this agreement, which would allow a portion of Lynnfield to continue to be served by the Reading Municipal Light Department. Mr. Dolan said the rates and service of the RMLD were advantageous.
MOTION by Selectman Dalton, duly seconded by Selectman Crawford: I move that the Board vote to approve a 20-year extension of the agreement between the Town of Lynnfield and Reading Municipal Light Department as authorized by the special town meeting held on October 17, 2020. Roll call vote was unanimous.
Renewal of annual licenses
MOTION by Selectman Dalton, duly seconded by Selectman Crawford: I move that the Board vote to renew the annual licenses granted by the Board as listed in the following categories, subject to payment of all fees and taxes prior to the end of the calendar year. Roll call vote was unanimous.

Roll call vote was unanimous.
Chairman Barrett announced the Board would not resume public session and wished everyone Merry Christmas and Happy New Year and urged everyone to follow the COVID guidelines
The Board entered executive session at 7:16 p.m. and adjourned at 7:27 p.m.
