Vice Chair Dalton called the meeting to order at 6:32 p.m. He said that Chair Barrett will attend but is experiencing technical challenges. He announced that the meeting was being recorded for cable television via Zoom.

 

Annual joint meeting with the Lynnfield Center Water District Board of Water Commissioners

Pursuant to Section 108B, Chapter 41, of the General Laws of The Commonwealth of Massachusetts, this Annual Joint Meeting between the Select Board and the Water Commissioners is called to set the salary to be paid to the Tax Collector and the Board of Assessors for work performed for the District. Lynnfield Center Water District Commissioners Jack Adelson and Anders Youngren were in attendance.

 

MOTION by Mr. Adelson, duly seconded by Mr. Youngren: I moved that the joint meeting be chaired by Mr. Dalton. Roll call vote: Yes – Dalton, Crawford, Barrett, Adelson, Youngren.

 

MOTION by Mr. Youngren, duly seconded by Mr. Adelson: I move that the joint meeting vote to waive the reading of the minutes from the March 18, 2020 joint meeting. Yes – Dalton, Crawford, Barrett, Adelson, Youngren.

 

MOTION by Mr. Adelson, duly seconded by Mr. Youngren: I move that the joint meeting vote to approve compensation for Fiscal Year 2021 annual compensation for services rendered to the Lynnfield Water District to be set as follows: Tax Collector, $550, and Assessors, $300 each. Yes – Dalton, Crawford, Barrett, Adelson, Youngren.

 

MOTION by Mr. Youngren, duly seconded by Mr. Adelson: I move that the joint meeting be adjourned the meeting sine die. Yes – Dalton, Crawford, Barrett, Adelson, Youngren. The meeting was adjourned at 6:35 p.m.

 

Interview of Historical Commission applicant

John Michalski has applied for a position on the Historical Commission. He told the Board he has always had an interest in history, field in which he holds a bachelor’s degree. He said he was involved in the Lynn Historical Society, especially the Industrial Revolution. He moved to Lynnfield ten years ago and is interested in preserving the Town’s history.

 

Board members said Mr. Michalski’s enthusiasm and experience make him a good candidate and thanked him for coming forward,

 

MOTION by Selectman Crawford, duly seconded by Mr. Barrett: I move that the Board vote to appoint John Michalski to the Historical Commission for a term ending June 30, 2023. Roll call vote was unanimous.

 

Appointment of Board of Appeals member

ZBA alternate member Anders Youngren has come forward to serve as a regular member on the recent resignation of member Brian Shaffer.

 

MOTION by Selectman Crawford, duly seconded by Mr. Barrett: I move that the Board vote to appoint Anders Youngren to a full membership on the Board of Appeals for a term for a term ending June 30, 2023. Roll call vote was unanimous.

 

Those interested in being considered for an alternate position should send a letter of interest and/or resume to Bob Curtin at Town Hall.

 

Acceptance of resignation from Board of Health

Dr. Gary Mendese has written the Board to inform them that he is planning to serve out his term, which ends on June 30, but will not seek reappointment. He said he is willing to step aside should the Select Board identify a replacement. He has graciously provided the Bard advanced notice so that we may seek out applicants for the position. Vice Chair Dalton thanked him for his service to the Town.

Application for change of manager (June Coelho), EAD Entertainment, LLC, dba Muse Paintbar, 1130 Market Street

The application was complete, and the manager has certification for alcohol service.

 

MOTION by Selectman Crawford, duly seconded by Mr. Barrett: I move that the Board vote to approve the petition of EAD Entertainment, LLC, doing business as Muse Paintbar, for a change of manager to June Coelho. Roll call vote was unanimous.

 

COVID-19 update

Town Administrator Robert Dolan said that the trends have been positive over the past several weeks, but residents should continue with best practices. Vaccine distribution rollout has not included local municipalities by and large. A state site has been set up at the Doubletree Hotel site in Danvers. The Town is prepared to set up clinics at the Middle School on Saturdays as soon as it is provided with vaccines. The Senior Center is assisting seniors with signing up for the state sites online. Mr. Dalton said this is frustrating for everyone.

 

Assistant Town Administrator Robert Curtin said Peabody has been able to obtain some vaccine as a larger community, but some communities have been told they will receive vaccine and then are notified that the delivery has been canceled.

 

Mr. Dolan said that the Recreation Commission is working with the Town and youth sports groups to provide spring programming under the COVID guidelines. He said high school sports originally scheduled for the fall will be held this spring. He said there is no timetable when the next group will become eligible. He urged those who wish to get a vaccine not to wait for the local municipalities, as the state is focusing on the state-run distribution sites. He said he believes that the Town is well positioned to serve its elder population, which might have difficulty traveling to the state sites. Mr. Dalton said hospitals and primary care physicians can also assist in vaccinating those eligible.

 

Public Works Director John Tomasz said that the department is prepared for snow removal operations with the prediction of two to four inches of snow.

MOTION by Ms. McMahon, duly seconded by Mr. Rondeau: I move that Mr. Dalton be nominated as Chair of the Annual Joint Meeting. Roll call vote: Yes – Dalton, Crawford, Rondeau, McMahon, Harrigan.

 

MOTION by Mr. Rondeau, duly seconded by Ms. McMahon: I move that the reading of the minutes of the February 10, 2020 Annual Joint Meeting be waived. Roll call vote: Yes – Dalton, Crawford, Rondeau, McMahon, Harrigan.

 

MOTION by Mr. Harrigan, duly seconded by Mr. Rondeau: I move that the Fiscal Year 2021 annual compensation for services rendered to the Lynnfield Water District be set as follows; Tax Collector $550.00, Assessors $250.00 each. Roll call vote: Yes – Dalton, Crawford, Rondeau, McMahon, Harrigan.

 

MOTION by Ms. McMahon, duly seconded by Mr. Harrigan: I move the meeting be adjourned. Sine Die. Roll call vote: Yes – Dalton, Crawford, Rondeau, McMahon, Harrigan.

 

The joint meeting adjourned at 7:11 p.m.

MOTION by Selectman Crawford, duly seconded by Mr. Dalton: I move that the Board vote to enter executive session under Mass. General Laws Chapter 30A, Section 21 (A) (3) to discuss strategy with respect to litigation, in which an open meeting may have a detrimental effect on the bargaining or litigating position of the public body. Roll call vote 2-0. Yes – Dalton, Crawford.

 

Mr. Dalton declared the Board would not re-enter public session.

 

The Board entered executive session at 7:16 p.m. and adjourned at 7:30 p.m.
