Chair Dalton called the meeting to order at 6:02 p.m. He announced that the meeting was being recorded for cable television telecast,

 

One-day liquor license application, Davio’s, Market Street near 1500 building, 6-9 p.m., July 28, 2021

Town Administrator Robert Dolan said the police chief, fire chief and building inspector have reviewed the proposal and has no objections. Annie Healy, marketing manager for Market Street, explained that this event is a partnership with Davio’s and market Street. A police detail officer will be hired and attendees will get a wristband indicating whether they are over or under 21.

 

MOTION by Mr. Crawford, duly seconded by Mr. Connell: I move that the Board vote to approve the one-day liquor license application of Davio’s for July 28. Vote was unanimous.

 

Adoption of 25 mile-per-hour speed limit on all thickly settled and business districts throughout the Town of Lynnfield under Chapter 90, Section 17C

Assistant Town Administrator Robert Curtin said town meeting approved the adoption of a local option state law that allows the Town to designate some or all of the roadways in Town that are in business or thickly settled districts as 25 MPH maximum speed zones. The Department of Transportation has informed the Town that the Board must make a vote to designate specific streets or the entire Town as such.

 

MOTION by Mr. Crawford, duly seconded by Mr. Connell: I move that the Board vote to designate all thickly settled districts and all business districts in Town as 25 miles-per-hour maximum speed zones. Vote was unanimous.

 

Order of taking, Zepaj Lane

Mr. Curtin explained that town meeting approved the adoption of Zepaj Lane as a public roadway. The next step in the process is the execution of the Order of Taking, which will be recorded with the Registry of Deeds with notice to all abutting property owners.

 

MOTION by Mr. Crawford, duly seconded by Mr. Connell: I move that the Board vote to approve and execute the Order of Taking for Zepaj Lane. Vote was unanimous.

All listed Use of Facilities applications have been transmitted to the relevant departments and no objections have been raised.

 

MOTION by Mr. Crawford, duly seconded by Mr. Connell I move that the Board vote to approve the above listed Use of Facilities applications as received, subject to any restrictions that may be placed on them by the Police Chief, Fire Chief, and Director of Public Works. Vote was unanimous.

 

Appointment of Finance Committee members

Both members of the Finance Committee up for reappointment to the Finance Committee by the Board have asked to be reappointed, and Chair Dalton spoke to Finance Committee Cahir Chris Mattia, who strongly urges their reappointment.

 

MOTION by Mr. Crawford, duly seconded by Mr. Connell I move that the Board vote to reappoint Chris Caprio and Thomas Kayola to the Finance Committee for terms expiring on June 30, 2024. Vote was unanimous.

 

6:10 p.m. Public hearing, transfer of wine and malt liquor package store license, Verc Enterprises dba Lynnfield Gulf to Nouria Energy Retail, Inc., 8 Broadway

The public hearing was advertised and posted as required and the representative of the new owner and the manager will be in attendance.

 

Chair Dalton declared the public hearing open. Mr. Curtin said that the application involved a change of ownership and manager, but that there would be no change to the facility or the hours.

 

Anthony Santilli, manager, represented Nouria Energy Retail, said he has been with the company for eight years and in the business for 20 years. He has TIPS certification for safe sale of alcohol.

 

No one else wished to speak.

 

MOTION by Mr. Crawford, duly seconded by Mr. Connell: I move that the public hearing be closed. Vote was unanimous.

 

MOTION by Mr. Crawford, duly seconded by Mr. Connell: I move that the Board vote to approve the transfer of a wine and malt liquor package store license from Verc Enterprises dba Lynnfield Gulf to Nouria Energy Retail, Inc., 8 Broadway. Vote was unanimous.

 

MOTION by Mr. Crawford, duly seconded by Mr. Connell: I move that the meeting be adjourned.
