Chairman Crawford called the meeting to order at 6:01 p.m. He announced that the meeting was being recorded for cable television and led those assembled in the Pledge of Allegiance.
Townsend Award nominations
The Board has received nominations for the Townsend Award for several residents. Chairman Crawford discussed briefly the following nominees for recognition as winners of the Daniel Townsend Award of Excellence: Former Selectman, Finance Committee member and Board of Appeals member David Drislane; Former Town Administrator, Town Moderator and Selectman H. Joseph Maney; Current Planning Board member and longtime builder and developer Charles Wills; Former Finance Committee member Jack Dahlstedt. He said all nominees were very deserving. He said the winners will be chosen at the next meeting, and suggested that Mr. Drislane and Mr. Maney be nominated.
Selectman Barrett agreed that all nominees are worthy. He said Mr. Drislane and Mr. Maney worked in partnership during their tenures. He agreed with their selection. Selectman Dalton also concurred. He said Mr. Maney and Mr. Drislane have both been very active in community service outside of government, Mr. Drislane as a Rotarian and Mr. Maney with LIFE, Inc.
MOTION by Selectman Barrett, duly seconded by Selectman Dalton: I move that the Board vote to select the following candidates as recipients of the Daniel Townsend Award for Excellence: David Drislane and H. Joseph Maney.
Winners will be honored at a future meeting that will accommodate their schedules.
Discussion of gazebo and common improvements with the Historical Society
Members of the Historical Society and Town Engineer Charles Richter were on hand to discuss plans for improvements to the common, including the placement of a gazebo to be donated by the Historical Society.
Mr. Richter outlined the installation of septic system on the common and the work the Historical Commission and Society have done with Cummings Architects to place a gazebo on the common in the area of the bell, with pathways leading to it on the common. Mr. Richter said this plan will be incorporated into an overall Common improvement plan, which will include improved lighting, electrical service and brick walkways. Access to the common will also be improved.
Kirk Mansfield of the Historical Commission said his group has reviewed several proposals and that it is important that the gazebo fits in with the area. He said the roof will be made of cedar shingles and that three out of the eight sides of the gazebo will have railings. Walkways will extend from the gazebo. The gazebo will have lighting and speakers for use at the concerts and other events. The Commission is still working with the architect on final drawings. Installment is planned for the spring, with funding sought at April town meeting in a separate article, which would include funds for irrigation, lighting and site work. Work would begin within weeks of approval.
Mr. Richter said that the Complete Streets project would improve sidewalks and crosswalks around the common, but at a later date. This is not part of the first phase of the Complete Streets project, which addresses areas around the schools.
Funding for the gazebo will come from the Historical Society. The Town will pay for the other improvements. This will replace the unsightly stage that is located against the Meeting House.
Mr. Dolan said that he expects a vote by the Lynnfield Center Board of Water Commissioners that would allow the Town to water the common during the summer months.
Review of school safety evacuation drills
Fire Chief Glenn Davis and Police Chief David Breen will be on hand to review this fall’s school evacuation drills. Chief Breen said that the departments worked very well together. Each had a representative on a safety committee that reviewed options. Alternatives to lockdown of a school during a crisis were reviewed. The Lynnfield plan will include lockdown and evaluation options. Public safety personnel, staff, faculty and students received training. Evacuation routes for all schools, as well as busing routes and reunification points were agreed upon. Walkthroughs were held without students and plans were modified as needed.
A comprehensive drill plan was developed, and all four schools have participated in drills. Only two parents chose to opt out and not have their students included due to medical concerns. He also thanked Public Works Director John Tomasz with allowing for the use of his personnel as emergency bus drivers, and his employees for their cooperation.
Chief Davis reviewed the four evacuation drills, the use of the software purchased for this purpose, and said that in all four drills the plan was executed without issue. Students and staff were evacuated and reunified at a designated point. Several regional public safety officials observed. Plans were modified after drills due to what was learned. Additional drills are planned with different scenarios.
Chief Breen thanked owners of abutting properties for cooperating and allowing use of their properties for evacuation routes.
Selectman Barrett thanked the chiefs and Superintendent of Schools Jane Tremblay for their initiative. He said as a father of two children who participated in the drills, he was impressed by the drill. He urged them to make sure they have adequate funding for this project. Selectman Dalton saluted the great cooperation between departments and department heads.
Ratification of contract, Lynnfield DPW, Clerical and School Custodians and Bus Drivers bargaining units
The Board has ratified Memoranda of Understanding for the four contracts before it tonight for ratification. The terms of these contracts were reviewed when the Board voted to approve the MOUs. These contracts merely incorporate the provisions of those MOUs, which were previously approved by the Board. Mr. Dolan said these contracts are within the guidelines set by the Board and are fair to both the Town and its employees.

Ratification of contract, Lynnfield Police Association
MOTION by Selectman Dalton, duly seconded by Selectman Barrett: I move that the Board vote to ratify the collective bargaining agreement between the Town and the Lynnfield Police Association Massachusetts Coalition of Police Local 414, AFL-CIO, from July 1, 2019 through June 30, 2022. Vote was unanimous.
Renewal of annual licenses
MOTION by Selectman Dalton, duly seconded by Selectman Barrett: I move that the Board vote to renew the annual licenses granted by the Board as listed in the following categories, subject to payment of all fees and taxes prior to the end of the calendar year. a. All-alcohol restaurant b. Wine and malt restaurant c. All-alcohol package store d. Wine and malt package store e. All-alcohol club f. Common victualler g. Weekday entertainment h. MOTION by Selectman Dalton, duly seconded by Selectman Barrett: I move that the Board vote to approve the use of Town streets for the National Multiple Sclerosis Society charity walk on June 20, 2020, subject to any conditions to be imposed by the Chief of Police and Department of Public Works. Vote was unanimous.
Joint meeting with the Board of Library Trustees to fill vacancy created by resignation
Dr. Janine Rodrigues-Saldanha has resigned from the Board of Library Trustees. Chairman Crawford announced that the Board will be accepting applications and will meet in joint session with the Board of Library Trustees at a future meeting to select a successor.
Chairman Crawford thanked Dr. Janine Rodrigues-Saldanha for her service. Board members raised her for her commitment and being a pleasant person to work with.
