Chairman Crawford called the meeting to order at 6:51 p.m.

 

Recommendations on warrant articles

The Board took up the recommendation on articles for the fall town meeting.

 

On the motion of Selectman Barrett, duly seconded by Selectman Dalton, the Board voted unanimously to recommend the passage of Article 1 in the amount of $1871.11 for payment of three bills from Dell for computer services from the prior fiscal year.

 

On the motion of Selectman Barrett, duly seconded by Selectman Dalton, the Board voted unanimously to recommend the passage of Article 2 by raising and appropriating $112,098.00 and transferring $297,795.00 from line items in the current fiscal year budget as indicated on the town meeting handout.

 

On the motion of Selectman Barrett, duly seconded by Selectman Dalton, the Board voted unanimously to recommend the passage of Article 3 in the amount of $40,000.00 to pay for required improvements to the Lynnfield High School pumping station and monitoring wells, the Lynnfield Middle School pumping station, and for the razing and removal of the Middle School bleachers, for which their was not enough salvage value to interest people who might have taken the material without charge.

 

On the motion of Selectman Barrett, duly seconded by Selectman Dalton, the Board voted unanimously to recommend the passage of Article 6, with a change to the proposed motion to delete the portion which would allow the Board of Appeals to authorize rental of residential homes for less than 30 days with a special permit.

 

In response to a question from resident Patricia Campbell, Town Counsel Thomas Mullen said there were several drafts of this article, and the Board had determined that the short-term rental of residential properties should not be allowed even by special permit.

 

On the motion of Selectman Barrett, duly seconded by Selectman Dalton, the Board voted unanimously to recommend the passage of Article 10, which would appropriate $150,000 from free cash to retain engineering services related to the remainder of the fields project. Town Administrator James Boudreau explained that the amount is based on an estimate by Fields Committee Chairman Arthur Bourque II, and that remaining projects include Jordan Park, the Middle School softball field, additional work at Newhall Park, and the Huckleberry Hill and Summer Street school sites.

 

Approval of state election warrant

On the motion of Selectman Barrett, duly seconded by Selectman Dalton, the Board voted unanimously to approve the November 8, 2016 state election warrant as presented by Town Clerk Trudy Reid

 

Update on Public Works Director Search

Chairman Crawford said that the Board members are still accepting applications and interviewing candidates, as the candidate the Board authorized Mr. Boudreau to extend an offer to at the previous meeting has decided to remain in his current position. Mr. Boudreau said that two candidates will be interviewed individually by Board members this week.

 

Use of Town facilities

On the motion of Selectman Barrett, duly seconded by Selectman Dalton, the Board voted unanimously to approve the installation of a manger display on the common from December 10 through December 26 as requested by Mary Stewart.

 

On the motion of Selectman Barrett, duly seconded by Selectman Dalton, the Board voted unanimously to approve the use of Town streets for the annual Rotary Turkey Trot, which will be held on November 20, 2016. Police Chief David Breen approved the route, which is the same loop from Market Street as has been used in previous years.

 

On the motion of Selectman Barrett, duly seconded by Selectman Dalton, the Board voted unanimously to adjourn at 7:01 p.m.
