Chairman Crawford called the meeting to order at 6:13 p.m. He announced that the meeting was being recorded for cable television and led those assembled in the Pledge of Allegiance.

 

Recommendations on warrant articles

The Board has voted its recommendations on Articles 3-11. The Town Accountant has compiled the list of overdue bills from a prior fiscal year (Article 1) and the list transfers for the current fiscal year budget (Article 2). The appropriations contemplated in Articles 3 and 4 are no longer necessary, as funding for those projects is now being handled through the transfers in Article 2.

 

MOTION by Selectman Dalton, duly seconded by Chairman Crawford: I move that the Board vote to recommend Article 1 as enumerated in the town meeting handout. Vote was 2-0 (Selectman Barrett absent from this portion of the meeting).

 

MOTION by Selectman Dalton, duly seconded by Chairman Crawford: I move that the Board vote to recommend Article 2 as enumerated in the town meeting handout. Vote was 2-0 (Selectman Barrett absent from this portion of the meeting).

 

MOTION by Selectman Dalton, duly seconded by Chairman Crawford: I move that the Board vote to recommend indefinite postponement of Articles 3 and 4. Vote was 2-0 (Selectman Barrett absent from this portion of the meeting).

 

Appointment of representative to Reading Municipal Light Citizens Advisory Board

The Town has been without a representative to the RMLD CAB for several months. Town Moderator Joe Markey has volunteered to serve as the CAB representative.

 

MOTION by Selectman Dalton, duly seconded by Chairman Crawford: I move that the Board vote to appoint Joseph Markey to the Reading Municipal Light Citizens Advisory Board for a term ending on June 30, 2021. Vote was 2-0 (Selectman Barrett absent from this portion of the meeting).

 

Use of facilities: Common, annual tree lighting, Dec. 7

While the common project will not be completed by the date of the annual Tree Lighting Ceremony, the Recreation Commission wishes to reserve the common and the lawn across South Common Street for the event; details will be worked out with Lynnfield Recreation and the DPW.

 

MOTION by Selectman Dalton, duly seconded by Chairman Crawford: I move that the Board vote to permit the use of the common by Lynnfield Recreation on December 7 for the annual Tree Lighting Ceremony. Vote was 2-0 (Selectman Barrett absent from this portion of the meeting).

 

The Board completed its agenda at 6:18 p.m. Chairman Crawford announced that the Board will remain in session during the Fall Town Meeting and adjourn at its completion. The Board took no other actions during town meeting.
