Chair Crawford called the meeting to order at 6:00 p.m. He stated that the meeting is being recorded for cable television transmission. He asked those in attendance to join him in the Pledge of Allegiance.

 

6:00 p.m. Public hearing as required by Massachusetts General Laws, Chapter 40, Section 56, as amended.  The subject of the hearing concerns the allocation of the local property tax levy among the five property classes, as defined in Section 2-A of Massachusetts General Laws, Chapter 59, for the fiscal year 2023 beginning July 1, 2022

Town Administrator Robert Dolan explained that the Assessing Manager is reviewing the various options for the Board and will appear at the December 7 meeting to provide a recommendation to the Board.

 

Anyone who wishes to be heard on the topic this evening will be recognized at this time. There will also be an opportunity to be heard on December 7

 

MOTION by Mr. Connell, duly seconded by Mr. Dalton: I move that the Board vote to open the public hearing. Voted was unanimous.

 

MOTION by Mr. Connell, duly seconded by Mr. Dalton: I move that the public hearing on tax classification be adjourned to Wednesday, December 7 at 6:00 p.m. at the Merritt Center, 600 Market Street. Vote was unanimous.

 

Application for change of hours, seasonal wine and malt liquor license, Sagamore Golf, Inc. dba Sagamore Spring Golf Club, 187 Main Street

 

General Manager Timothy Doucette explained that Sagamore Golf club has asked that the hours of their seasonal wine and malt restaurant license be extended to December 31. He said the course is open, weather permitting, into December. He said they do not plan to serve liquor on dates the course is closed after November 30. He said there is no intent to turn the club into a barroom.

 

MOTION by Mr. Connell, duly seconded by Mr. Dalton: I move that the petition for change of hours to April 1-December 31 for the seasonal wine and malt liquor license of Sagamore Golf, Inc. dba Sagamore Spring Golf Club, 187 Main Street, be granted, with the condition that sale of wine and malt liquor from December 1-31 be made only when the golf course is open. Vote was unanimous.

 

Application for amendment to weekday entertainment license to include live DJ, Rebel Restaurants, Inc, dba Temazcal Tequila Cantina, 500 Market Street

 

General Manager Ueberte Ramos said that Temazcal is requesting that a live DJ be added to their permitted uses under their weekday entertainment license, which already covers acoustic music and recorded music and televisions. He said it would be inside only, and likely hours were 9 p.m. to midnight.

 

MOTION by Mr. Connell, duly seconded by Mr. Dalton: I move that the petition for a change in the weekday entertainment license for Rebel Restaurants, dba Temazcal Tequila Cantina, to allow for a live DJ, be approved. Vote was unanimous.

 

Appointment of elections worker

 

This appointment is recommended by Town Clerk Linda Emerson.

 

MOTION by Mr. Connell, duly seconded by Mr. Dalton: I move that Marie Dion be appointed as an election worker. Vote was unanimous.

 

Appointment of Thomas Canning as special police officer

 

This appointment is recommended by Police Chief Nick Secatore. Mr. Canning is a recently retired state trooper. Mr. Crawford said the Town is always looking for qualified special police officers.

 

MOTION by Mr. Connell, duly seconded by Mr. Dalton: I move that Thomas Canning be appointed as a special police officer. Vote was unanimous,

 

Use of Facilities applications

            a. Use of Common, December 3, Lynnfield Recreation, Tree Lighting ceremony

            b. Use of common, May 6-7, Lynnfield Art Guild

 

MOTION: I move that the Use of Facilities applications be approved, subject to any conditions imposed by the Chief of Police or Director of Public Works.

 

MOTION by Mr. Connell, duly seconded by Mr. Dalton: I move that the Board adjourn. Vote was unanimous.
